Tomás Anzano Rolín was an enlightened economist and high-ranking official in the Spanish Bourbon administration. Among other positions, he served as secretary of the Intendency of the Army and Kingdom of Aragon, director of the Royal Hospice of San Fernando in Madrid, treasurer of the Army of Oran, and accountant for the Army of Old Castile. His administrative experience directly influenced his economic writings, especially those related to supply, agriculture, and the grain trade. In 1768, he published his “Economic-Political Reflections” and these “Discourses on the Means That May Facilitate the Restoration of Aragon,” conceived as two parts of a single comprehensive study: in the first, he examined existing economic problems, and in the second, he proposed possible solutions. His thinking fits within the economic debates of the Spanish Enlightenment, and he took a critical and nuanced stance toward the liberalization of the grain trade promoted during the reign of Charles III.
