The poster in tender advertises bicycles of the Rudge brand of Lucien Charmet, whose workshop was located at 16 Rue Halévy, Paris.
Jacques Debut was a French painter and lithographer who would become a master of poster art. A student of Bonnal, he was a successful watercolorist. His works appeared in numerous magazines and he published numerous postcards of elegant women. He is known to have exhibited at the Salon des Artistes Français.
