Jules-Achille Noël was a French painter and draughtsman specializing in landscapes and seascapes, renowned for his ability to capture the atmosphere of the Norman and Breton coasts. His work is situated within the landscape realism of the 19th century, with a special attention to the effects of light and port life.

In "Le Tréport", he combines an almost topographical detail with a poetic sensibility, reflecting the artist's interest in coastal environments and their everyday life.
